Fred, a tech whiz and classmate of Tyler and Celia, builds cool devices for their maritime crime-fighting. With resources from the factory owned by his wealthy dad- Mr. Redd- Fred helps the twins, though his crush on Celia keeps him in the "friend zone." He admires Tyler’s style and is amazed to discover Merlinda and her friends are real mermaids.
